Fairbanks area is home to many world class long distance and sprint mushers. Although you also see many in the Knik area. And Willow seems to have an active sprint race circuit.
Sled Dog Central keeps a good calendar of mushing events to give you an idea where races are located. AS far as living, just find an area with good access tot he type of trails you want to train on, you will most likely travel for races.
